In the latest version, you can provide Bucket Access to specific user role from Downloads > Settings > Amazon S3 > Bucket Access
Here you can see Select from Amazon S3 button from package settings for Editor role.

The issue could be caused by one of the following:
– The DataTables JavaScript file is missing or not loading correctly
– A conflict with your current theme or another plugin could be causing this issue. We recommend temporarily switching to a default theme to test. If the problem persists, please try deactivating all plugins except Download Manager, Elementor, and the WPDM Elementor widget.

Version 7.3.3 of WordPress Download Manager was recently released an update, and it looks like the changelog page didn’t synced properly on your end at the time the update became available. That’s why you’re seeing the plugin not found message when trying to view more information.
I have checked in our site and the changelog page appeared properly.
