Yes both addons work separately. That is the reason. However, download notifications can show email only the user is registered in your website with email.
In this case, for non users, you will receive emails from wpforms whenever a user downloads a package.
So you will get emails for both users and non users from these two addons.

The site owner may have set restrictions that prevent you from accessing the site. Contact the site owner for access or try loading the page again.
Also for mobile issue, I would suggest to clear and disable the cache plugin in your website. Caching plugin sometimes cause the issue. You can also try disabling/enabling other plugins except wpdm to check if there is any conflict with other plugins.
If the issue still persists, please make sure that I can login to your website without any problem.

There is only a way to identify non logged in users that is ip address. If you check the stat of WPDM from Download > Stats
menu, you will understand it.

We did not change any related features in WPDM also did not receive any related complaints. So the issue is totally strange to us.
However, I would suggest to update the php version of your server to higher than 7 and update wpdm and all addons of wpdm including premium package to the latest version. you can also contact to your server support.

Could you please tell me if the emails are sent properly?
I found that email are not being sent. In this case I would suggest to setup WP Mail smtp properly using that plugin and test mail to make sure if it works properly.
Then I found that the recaptcha is not setup properly in wpforms. Please configure that too.
If mail sent properly, please also send me a screenshot of the mail to check further.

I have checked your issue in detail. There is no javascript conflict or error from WPDM side. But the Avada theme inhibits the expansion of the WPDM accordion.
I think it is specifically conflicting with Avada Theme and Avada Builder plugin. Whenever I disable the two plugins of avada and change the active theme to other themes, wpdm accordion works properly.
It is better to contact their support team regarding this issue. I hope you will get the help from their side.
