I think you want to create or import bulk users for WPDM packages. However, you have to create user roles and users manually and for bulk apply to the packages. you can also use this add on https://www.wpdownloadmanager.com/download/wpdm-default-values for bulk apply role access for certain packages.

Template Files

by default, you are using link-template-default.php for link template and page-template-default.php for the page template. As documentation, you have to copy the file in the theme directory naming a folder called download-manager, then paste it in tpls>page-templates for page template or tpls>link-templates for link template. And you have to replace [download_link] with <a href="[download_url]" class="btn btn-primary" target=_blank>[link_label]</a> in related php file.

There are various ways you can make a group like categories giving them a role for certain categories, also you are capable of giving multiple roles for a single package in the Allow Access option, thus you can make a group. there is also an extra add on for access control, you will find the description here, https://www.wpdownloadmanager.com/download/advanced-access-control/.
