I think you will need the advanced access control addon ( http://www.wpdownloadmanager.com/download/advanced-access-control/ ) and WPDM pro to do that. You simply need to follow the steps:
1. Create a dir inside /download-manager-files/ with your client name.
2. Create a package and attach the dir
3. Assign the package to that client ( https://youtu.be/Vnincz-xlVs )
4. At share the package with your client, after login, only the client will be able to access that package ( https://www.youtube.com/watch?v=UWIOIbN8IOo )

For categories hierarchy, giving access to a certain category for a particular role you have to set from the edit category option, then you have to make empty for Allow Access option or have to give a particular role on it like as I image attached or as usual for select member option too,

because

Package Access = Package Access + All Category Access = All Visitors + Author = All Visitors

and Package Access = Package Access empty + Category Access(Author) = Author

or Package Access = Package Access(Author) + Category Access(Author) = Author

Hope you are well. For exporting the CSV file, you can’t able to directly import the same CSV file. For that, you may have to follow the bulk import feature https://www.wpdownloadmanager.com/doc/bulk-import/, and also you can also follow the Tools > export/import feature of the WordPress native feature too. I hope it will be worked also.
