The user dashboard sent emails view feature is working properly from my testing side. I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking. And for the mail empty issues, please check from the admin panel Messages > Settings > Email section the email tags you have properly used or not. please check and let me know.

Hope you are well. For exporting the CSV file, you can’t able to directly import the same CSV file. For that, you may have to follow the bulk import feature https://www.wpdownloadmanager.com/doc/bulk-import/, and also you can also follow the Tools > export/import feature of WordPress native use too. I hope it will be worked also.
And For transferring WPDM, you may also can use a good FTP tool or you can also follow this doc too, https://wordpress.org/support/article/moving-wordpress
