I have checked your shared video, but I do not understand the message language there because I am not familiar with it. However, I have checked from our testing site with the latest version, it is working properly here. I have also checked from your site with my test credentials, It seems that the popup modal is not coming. I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking. Please adjust the App ID too from the Downloads > Settings > Cloud Storage > Google Drive API Credentials section by which name you have created the web API and credentials. I have checked your some of packages package settings. The Allow Access for default value seems working as expected for those packages. However, For categories hierarchy, giving access to a certain category for a particular role you have to set from the edit category option, then you have to make empty for the Allow Access option or have to give a particular role on it like as I image attached or as usual for the select member option too,
because
Package Access = Package Access + All Category Access = All Visitors + Author = All Visitors
and Package Access = Package Access empty + Category Access(Author) = Author
or Package Access = Package Access(Author) + Category Access(Author) = AuthorMore details can be found in the below link,

Sorry for the delay. For your issue of no subcategories menu in the sidebar, please adjust the access option from the edit category as I image attached, and for the no downloads issue, please add init=1 in your shortcode parameter,

I have adjusted the wp-content\plugins\download-manager\src\Package\views\all-packages-shortcode.php file in the 346 number line for case 'page_link'. I have found the issue. The conflict disappears when switching the theme to another theme. I think from your active theme there is a script that makes the conflict.
