to link file from out side of wp root, you need to change file browser root from download manager settings page.

@alfons, Yes, option tree build-in with your theme but your theme is using old version of option tree, they need to provide latest version of option tree with their theme pack.
@patels, it is related to your server ( file permission issue ), please show the error to server/hosting support, they will adjust it.

You need to edit /wp-content/plugins/download-manager/tpls/metaboxes/package-settings-front.php as per your need.
The Events Calendar plugin causing the issue, I deactivated the plugin, now working fine.
don’t have to add new hardware, they just will have to change some php settings to increase memory limit.
