Sorry, I got confused, bulk import ( not csv ) copies selected files to /download-manager-files/ dir, csv import just attach file using path but don’t copy files to /download-manager-files/ dir, so if you already put the files in /download-manager-files/ dir please use csv import or attach file with package using server files browser, or put the files in any other dir then use bulk import as you doing now, after importing all files you can delete that external dir.

that could be probably something with with your server, so you can wait until first batch is done uploading.

It is because those files are not exists there anymore. Please try re-selecting import dir and importing again.
