Hi,
You can set download limit for package or users using download limit add-on. But not categories. That will require additional code customization.

Hello Bill,
Sorry for the confusion.
You can use wpdm_all_packages shortcode ( doc: https://www.wpdownloadmanager.com/doc/short-codes/wpdm_all_packages-list-all-downloads-in-tabular-format-in-a-page/ ) to show the list of policies you have and to make the page protected, use login=1 as shortcode parameter.

For the categories and packages, you can select roles for Allow Access option to control to can access the specific category or package.

Please send me temporary wp-admin login info, I shall set this up there for you.

Password field will show by default unless Enable email verification on signup option is active, in that case, please uncheck it.

What I mean is, with the WPDM newsletter plugin currently in use, users now have the ability to subscribe to the newsletter list. They can do this by selecting ‘list’ when they enter their email address to unlock a download that is protected by an email lock.
