Yes, but.
Yes it now works great after reactivation (the download file is there and downloadable).
But, the ability to delete a file is now missing. (looks like “-” rather than “x”).

Looks like new uploads and newly created packages aren’t allowing file upload at all when looking for the file in FTP.

Now, when adding a NEW file to a download package, both URLS
now appear as FILE-NOT-FOUND.txt (37 bytes)

Looking at the file via FTP, the file doesn’t exist. I tried uploading a file as admin and it did not upload to the dir /wp-content/uploads/download-manager-files/

The file size is 131 KB and the WPDM Upload Setting limit is 1024KB chunk size.

I tried uploading on one of the other sub sites (technology) and had the same outcome.
Next, I created a new download package and that also had the same outcome.

FYI – Too many site visitor support calls – reverting. Still need a solution in order to upgrade our site without individual file link change causing chaos for our external site links.

But it says “http://localhost/wpdm/wp-content/plugins/wpdm-package-lists/assets/images/list.png” rather than “https://welscongregationalservices.net/wpdm/wp-content/plugins/wpdm-package-lists/assets/images/list.png”. But even that link won’t work. What am I missing?

Excellent! It worked well.

The path you stated didn’t exist – looks like you swapped the two directories (tpsl & admin) in error. 

BAD PATH: 
download-manager/tpls/admin/metaboxes/attached-files.php

GOOD PATH: 
download-manager/admin/tpls/metaboxes/attached-files.php
