I would suggest to using Loco Translate plugin to create translation files. It will easier your work. Also you can change .po/.mo file directly from that plugin.

Sorry currently there is no other way.
ID is created by WordPress automatically and this is the way to select those from links.
You can use any related third party plugins for viewing page/post/package IDs.
