You can set the download limit when creating the package. If the limit is finished, the user will not be able to take the package http://prntscr.com/q0lehz
if You need more download limited option then You need Download Limit add-on ( https://www.wpdownloadmanager.com/download/download-limit/ ) for that. Using this add-on you set different download limits for different membership levels.
Please check the download link expiration options from the Basic Settings page http://prntscr.com/pjxfnw Send temporary wp-admin login info in private reply if you can resolve it by changing these options.
Logout and then login again from your Downloads > Settings > Updates tab to fix any issue related to quick update. After that you can update the plugin your plugins page.
The email lock modal is using /download-manager/tpls/lock-options/email-lock-form.php template. To customize this template, make a copy and place it in /active-theme/download-manager/lock-options/email-lock-form.php location. Then add your customization in this new template.
Now, this new template will override the default one. As the file is outside the plugin directory, your customizations won’t be lost during plugin update.

I was able to edit the email lock template without any problems. I’ve made some changes to test. I added support email options below the site name in the footer section, could you please check again? Try from another browser in case it is related to your browser.
If you are moving to another installation then use the WordPress import/export option. From your old site export all downloads using the Tools > Export option. Then in the new site import all downloads from Tools > Import. Then move all your files from old /uploads/download-manager-files/ to new /uploads/download-manager-files/ directory.
Is the problem only with one particular email address, with email addresses used by a particular person, or with email addresses used by anyone; including yourself?
What is the email address and what exact error does it give?
Did you check your WP Users menu to make sure that email is not being used by a user record there?

When you create the package and set 2 lock options, the file will be downloaded when the user completes one of the options. So, an emailed download link won’t ask for a password.
