Please try to enable/disable your style/script from Downloads > Settings > User Interface for your first problem. for the second problem you can check to remove download limit message from basic settings as I image mentioned,

If you are making Access Settings > When user is not allowed to download: Hide Everything option then everything will hide or there you should see such a message, You are not allowed to download. please check and let me know.

I have checked wpdm general settings. There is no issue there. There also 45 plugins activated on your site. I think maybe some conflict coming from there. Can you check enable/disable them? then, let me know. You can also switch your theme to other themes for checking conflict there. please let me know.
