I think you want to create or import bulk users for WPDM packages. However, you have to create user roles and users manually and for bulk apply to the packages. you can also use this add on https://www.wpdownloadmanager.com/download/wpdm-default-values for bulk apply role access for certain packages.

Yes, I have checked in detail in may ways. It is working fine from our side. But maybe some small issue conflicting or not getting. It is also not your theme issue. It has to be checked in detail more.
