I think you are using bb-config-lab theme, I have created download-manager folder inside of it. Now you can create login-form.php and reg-form.php inside of it or copy content for it from download-manager plugin and also can customize it. Please kindly check then if it works properly for you. I have found the issue. The category Technika you have assigned has access for All Vistor, so this is happening.

For categories hierarchy works like this,

Package Access = Package Access + All Category Access = All Visitors + Author = All Visitors

and Package Access = Package Access empty + Category Access(Author) = Author

or Package Access = Package Access(Author) + Category Access(Author) = Author
