I have checked that, it is conflicting basically with jnews theme only, theme included many scripts, it may hard to find where the conflict is making, can you knock theme support, I hope it may get easily resolved

Sorry for your little inconveniences, I think this caused for the image processing or can be media library image adjustment/editing the image, I have checked reproducing the image with png file, the same image is working fine there. It was checking for Are Local Governments Managing Money Well? package. I think you can change the image type or you have adjusted the image anywhere
