I have updated the WPDM version to the latest version for checking and resolving the issue.
But now in the console, this error is appearing as I image attached. I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking. please let me know then

[download_link_extended] template tag is working fine now. The problems were in WPForms settings, Firstly, Confirmation Type was redirecting to a page, so the download option was not coming properly. I have set it now as the image attached,
Second one was Captcha verification, maybe properly was not set, so it causes some proplem,

From some research, I have found that This is not a programming problem, You have to configure more connections on the MySQL config file on the server.
