I have tested by creating a test subscriber with ID 367. It is working properly with your all packages where you have assigned the plans. If the plans are subscribed properly by the user, They should have access to those packages too. please let me know.

For categories hierarchy, giving access to a certain category for a particular role you have to set from the edit category option, then you have to make empty for the Allow Access option or have to give a particular role on it like as I image attached or as usual for the select member option too,
because
Package Access = Package Access + All Category Access = All Visitors + Author = All Visitors
and Package Access = Package Access empty + Category Access(Author) = Author
or Package Access = Package Access(Author) + Category Access(Author) = AuthorMore details can be found in the below link,

I think you should have to transfer files/packages properly. With proper migration, it will be the same as your old site. you may also use a good FTP tool or you can also follow this doc properly, https://wordpress.org/support/article/moving-wordpress

One user can’t able to delete other created packages. Because it is a security issue. Only users can delete their own packages. I hope you have understood.

Please let me know when you can give the access for checking the issue. However, you can also check from WPDM style/scripts enable/disable them or adjusting from Downloads> Settings > User Interface. And you can also check through enabling/disabling other plugins and also switch theme to another for checking, please let me know then.
