If you are trying to login to WPDM before seeing the list of documents, you can restrict download packages via,
Packages Edit section > Package Settings > Allow Access option. And for other requirements, are you trying to lock packages with multiple lock options? please check and let me know

As the WPDM Block Hotlink add-on will help you to block hot links to download URLs from external sites, it will not work when it’s a link to an external download site. I hope you have understood.
