For now, the user dashboard My Downloads section has been implemented for specific members only not by roles. A role can be a group of users/members but the member/user is defined as a single user. My downloads has been implemented for single user. I hope you have understood now. please check and let me know if you have any queries.

The [download_link] template tag is responsible for the main download button. However, The lock option is available too for single file download with some lock options. If you want I can forward it to our developers for implementation with the Must Agree with Terms lock option. please check and let me know

Thanks for your confirmation. You can achieve it using the lock option for your package from the Package Setting Must Agree with Terms lock as I image attached,

Hope you are well. Somehow your topic was marked as spam. I have approved it now. However, you will be able to restrict any downloads by any WordPress role from the Downloads > All Packages > Navigate Any Package Edit Option > Package Settings > Allow Access option as I image attached.
And if you are trying to restrict download packages with specific users, you can use this add-on, https://www.wpdownloadmanager.com/download/advanced-access-control/. With this will help you to control user-specific access to your files and document downloads. You can check this option too for showing contents conditionally from the Downloads > Settings > General > Access Settings > When user is not allowed to download > Hide Everything option as I image attached,

I have checked your issue. I have found that this plugin is not active on your side, https://wordpress.org/plugins/wpdm-premium-packages/, because, the option image I have attached is not available on your Downloads > Settings interface.
However, for your more information with File Cart add-on lock option doesn’t work, because, the file cart bypasses all lock options for the download. It is also described here, https://www.wpdownloadmanager.com/download/wpdm-file-cart/. The doc you have shared https://www.wpdownloadmanager.com/doc/using-premium-package/enabling-terms-agreement-checkbox-on-checkout-page/ is for premium packages, those packages are enabled with pricing. It will not work with the file cart as expected. Sorry for the confusion. I hope you have got it now. please check and let me know
