WPDM simply tries to upload files to /wp-content/uploads/download-manager-files/ directory, wpdm can’t handle hdd volume distribution. You need to contact your server support about that issue.

When you are using js table, sorting depend on the columns used to show the table, so, as you want to sort the table by publish date, I have configured the shortcode like this:

Date format is adjusted from here:

Checking elementor add-on.

Add toolbar=1, then toolbar with filter and search option will appear. The date format will show as per WP settings.

Please check now. I’ve adjusted it in class.AssetManager.php, however, the change also will be available with the next update of the plugin.
