Yes, need to click on “Attach” link to attach the file, not the file title, but I understand now, the file title link is confusing and we shall remove it with the next update.

You need to upload the file RDC-USER-MANUAL.pdf to the dir /wp-content/uploads/downloads/2011/10/
As I checked in your server, there is no downloads dir inside the uploads dir.

I just created the following 2 packages to test, both are working fine:

Please give me a package to check where you just uploaded the file but it is not working.
I don’t know why. Also, wpdm can’t do that, even if you delete a package, wpdm doesn’t delete any file. You may try contacting your hosting support.
You will see the message if “Allow Access” field is not configured properly:
Try changing page slug from download to anything else, is download url base slug for the packages.
