we customized that so that user must go though checkout process even for free product, anyhow in wpdm pro, things are more easier and simple check out process. Purpose of cart button for free product is force them to signup before download, but in wpdm pro you can do that using email lock or using access settings, adding member roles and removed all visitor access option.
