The same logic of access control is not applicable for both packages and categories, it will be confusing for the users, as when no role is selected for a category, it is by default accessible, but for a package to be accessible for everyone, you need to select “All Visitors”.
But, I also understand your use case, but it is not generic, so it will require some customization, as it is not addable as a core feature.
