Download manager shows standard WordPress roles, not caps, you need to create new roles for custom groups, and you can use this plugin https://wordpress.org/plugins/advanced-access-manager/ to role management.

ok, you uncheck guest checkout from Admin Menu Downloads Settings Premium Package Tab , then user will have to login or signup before checkout but for users it is as simple as writing a few extra words.

if it fails to upload, it is something with your server, either file size is larger then max upload size in your server or insufficient disk space.
