You can customize or create new page template from Admin Menu ► Downloads ► Templates.

Clone a template
Edit (remove [download_count]) and save the template
Set the template name in your shortcode.

Yes you can.
You need to customize according to your requirement
You need to copy the tpls dir from download manager plugin dir to active theme dir.
Them rename it copiedtpls dir ( which is in your theme dir ) to download-manager
Now edit .php files according to your customization in download-manager dir ( which is in your active theme dir )

Please check again. its downloading now. Other plugins were creating the conflict.
