If you have set subscriber role only to the package. the subscriber role only able to add to cart them and thereby purchase them. if you set to all visitors to the packages. it will be publicly able to add to cart. hope you have understood.

Contact Form 7 plugin doesn’t have a Form capturing entities section/feature field. however, other plugins like live forms, gravity forms have this feature. however, you can also send an email after downloading the package with a package name to the user.
