I have adjusted the code from download-manager\tpls\add-new-file-front\package-settings.php and download-manager\tpls\add-new-file-front\package-settings.php file both for bootstrap3 version, now packages from frontend will be published for Administrator And Editorby default, you may also keep the file backup for the next update following this doc, https://www.wpdownloadmanager.com/doc/template-files/

please make the same URL in WordPress Address (URL) and Site Address (URL), they were not same, so the problem was creating, I hope it will resolve the problem, it is in Settings > General Settings

now while adjusting it, some problem has been created, sorry for this, for fixing this please follow below procedures,

Fix #1: Changing the WordPress Site URL by Editing the wp-config.php file

Login to your WordPress hosting cPanel.

Under the Files section, click on File Manager, OpenFile Manager and in your WP folder directory search for a file called wp-config.php and click on Edit File,

define('WP_HOME', ' https://www.example.com');

Fix #2: Changing WordPress site URL via phpMyAdmin

Login to your hosting cPanel and open phpMyAdmin

Select the database of your WordPress site from the left sidebar

Select wp_options table

Note: wp_ prefix may differ depending on your WordPress installation settings

Editing Template Files:
If you want to customize a view in your own way, you need to edit template files inside /plugins/wpdm-arhive-page/tpls/ dir. Please follow the following steps to edit a template file so that new update doesn’t erase your changes:

1. Create a dir named download-manager inside your active theme directory if it is already not there.
2. Copy all the files you need to modify from /plugins/wpdm-arhive-page/tpls/ dir to download-manager inside your active theme dir
3. Update template file(s) in {active-theme}/download-manager dir as per your need
