If you are using download limit add-on, you may keep value 1 for limiting download once and give a certain period of time. or if you want to let never download any package you may remove the download link for a specific package. without the download link or limiting never to download, I think same. i hope it can help you.

I think you also faced a problem earlier with zlib and then it was solved, does it again occurring,

You can also try these steps,

1.Install and activate zlib
2.In PHP.ini set zlib.output_compression = On.
3.Install php7.4-zip, php7.3-zip and php7.0-zip

I have checked that rar files are added from your server, rar file is also packed file, WPDM not process like multi-file into one file zip as only rar file attaching. please check your server rar file if they are being corrupted

There may be different ID and user_login name in wp_users and wp_usermeta table, but for the same, they should be got overwritten. please check your data table
