I have checked your issue. The Elementor and WPDM Elementor are working fine with the Download Manager plugin’s latest version from my testing site. I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking.

WPDM generally doesn’t hamper the page loading effect. However, you can also check the options from the WPDM settings, from the Downloads > Settings > Privacy section. please check.

If you are using categories for those packages, For categories hierarchy, giving access to a certain category for a particular role you have to set from the edit category option, then you have to make empty for the Allow Access option or have to give a particular role on it like as I image attached or as usual for the select member option too,
because
Package Access = Package Access + All Category Access = All Visitors + Author = All Visitors
and Package Access = Package Access empty + Category Access(Author) = Author
or Package Access = Package Access(Author) + Category Access(Author) = AuthorMore details can be found in the below link,

[wpdm_dropzone] allows site users to share files with the site admin in an easy way. It is a new option/feature with WordPress Download Manager Pro v6.1.8+. However, [wpdm_frontend] is an old shortcode for Front-end Uploader UI. you can continue this shortcode too if it fulfills your requirements.
