Please use [download_link] tab in link template instead of [download_url], [download_url] tag will only work for public packages.

Looks like all files are public, so If you want to show login form with download link, you also need to set package access properly as well as category access.

As it is now, when guest checkout is enabled, user can checkout without signing in or up, but after complete the purchase, user need to create and access or login to get access to download. However we shall add a new guest download option from where user will be able to download purchased item without signin/up
