Please check, I have added the appearance of similar_downloads template tag code file this directory, active-theme > download-manager > link-templates > link-template-panel.php. If you restrict any package from package settings with Allow Access Option by a role. As per your requirement you can check this option. When user is not allowed to download > Hide Everything from Settings > General as I image attached,
