Can we require a user to login OR use a common password to access files?

I have a list of files on our site. Right now, we require users to register their emails and create accounts to access them. To improve ease of use, we’d also like to allow them to enter a common password (a key we can pass to anybody) to access the files instead. Can we do this with Download Manager? If so, how?

Is there a way to set the “Allow Access” to “Subscriber” for all new document submissions? I’d prefer if I wouldn’t have to set this for each new upload.
