Auto populating a download page with user submitted pages/post

I am trying to create a page which would display a grid of downloads something like this https://tinyurl.com/y7t7a2yw
Registered users on the website will be able create a post/page from a template where they can upload thumbnail image, input text and provide a download link for the file. This would be one unit/block in the download page
How do I
1. Create template page/post which the users can use to add content.
2. How would this page automatically populate a page like this https://tinyurl.com/y7t7a2yw where each block of thumbnail, text and download button is from the content added by the user

If you are using the free version you can edit the tpls called page template PHP file or link template PHP file, and for upload or creating package/file you may use this frontend upload feature, https://www.wpdownloadmanager.com/doc/short-codes/wpdm_frontend-front-end-uploader-ui/, though it is available in the PRO version
