Follow the steps to customize

You need to copy the tpls dir from download manager plugin dir to active theme dir.
Them rename it copied tplsdir ( which is in your theme dir ) to download-manager
Now edit wpdm-all-downloads.php in download-manager dir ( which is in your active theme dir )

[wpdm_frontend] short-code only allows users ( even the admin ) manage their own files only, to edit/moderate others files admin need to do it from admin side

Please use following short-code to get the Responsive Table output:

To modify the view you need to do the following:
1) Copy tpls dir folder from download-manager plugin to your active theme dir
2) Rename the copied tplsfolder in your active theme to download-manager
3) finally, To you can modify the output of the table by editing
[active-theme-dir]/download-manager/wpdm-all-downloads.php

You need to change the language by hard coding. You can clone any of pre-designed and edit as your own. If you seriously want to edit any pre-designed template you have to edit those directly editing php files at /download-manager/templates/ dir.
