You can create packages with categories and tags without WPDM ACF add-on.
If you want you can customise Front-end Uploader.
At front-end probably, you may not need all the details options, in such case, you may use the parameter [hide=”settings,images,cats,tags”] to hide sections/meta boxes you don’t need. You can hide settings, images, categories, and tags sections.

The files uploaded by the admin will be available inside the “download-manager-files” folder.
wp-content -> uploads -> download-manager-files
To store the non-admin uploader files, a separate folder will be created inside the “download-manager-files” folder with the exact name of the uploader’s username.

We did not make the file’s required, as initially creating packages without including files is needed by some of our users.

it’s just as you set no download limit for that reason you are not getting any progress bar view.
for Administrator i set the limit to 30 , and it’s showing properly.
