Users can have access to a package from category settings even if package settings don’t provide the access. So, you have to uncheck All Visitors from category settings to control access only from package settings.

Looks like there is an issue with toolbar icons in Safari. We are releasing an update soon to fix it.

About the multiple files issue, PDF Viewer only supports single pdf file in the package. It doesn’t support multiple files.
