Ater hours of trial & error and best guessing, I managed to attach single PDFs via CSV import. Use the “files” column and leave the “package_dir” empty. I wished the list of the CSV headers (https://www.wpdownloadmanager.com/doc/bulk-import/) had a better documentation.
