[user_email] shortcode not worked in the Email Notification area.

You have to use this addon to get download notifications. Are you using that?
If yes please also provide temporary admin access in a private reply to check the issue further.

Could you please tell me if the emails are sent properly?

I found that email are not being sent. In this case I would suggest to setup WP Mail smtp properly using that plugin and test mail to make sure if it works properly.
Then I found that the recaptcha is not setup properly in wpforms. Please configure that too.

If mail sent properly, please also send me a screenshot of the mail to check further.

There is only a way to identify non logged in users that is ip address. If you check the stat of WPDM from Download > Stats menu, you will understand it.

Yes both addons work separately. That is the reason. However, download notifications can show email only the user is registered in your website with email.

In this case, for non users, you will receive emails from wpforms whenever a user downloads a package.

So you will get emails for both users and non users from these two addons.

For non logged in user knowing package name is not possible yet. But there are some solutions you can follow any of them.
1. You can make a dropdown list with package names in the form.
2. You can create separate forms for separate downloads packages.

the Email address shortcode will work only in email template.

However, there is no special shortcode for form lock. Special customization is needed for your exact requirements.

After trying, found a way to set a hidden form in wpforms. you can check that here , By clicking the url you will be able to see the form with the title of the package. Rather than nothing, it may be able to solve your problem.

In the WPDM Pro, I have enabled the ‘Email Lock’ subscriber form for downloading. but it’s worked fine when you are logged in to the website. but it’s not working if you are non-logged in.

I tested this from incognito mode of browser without logged in. Email lock popup is working properly. Check here

You can set that from here
However, you are using an older version of wpdm. There is a bug in this function. So first of all please update your wpdm version to the latest version 6.2.2 which will fix many issues.
Also please update Download Notification addon to the latest version
