I am trying to get the file to download directly to the user’s computer when the URL is clicked on, but it keeps opening a blank/broken page on the website instead.

When this URL is clicked, the user is taken to a broken page on our test site – https://sevensteps.jtbsyn.com/download/seven-steps-overview-presentation/

It is hard to determine the issue without looking into your website. Also I am not seeing any download package in the link your provided.
I request you to please share your temporary website admin credentials in a private reply so that I can take a closer look and work with you to get this working.

I have found that the issue is related to your theme.
If you change the theme to other themes, the download packages work perfectly.
So please contact the theme developers or remove the changes you made to the theme codes. Maybe the changes are causing the issue.

You can check our shortcodes to make a list of downloads. Also check the demos of specific shortcodes. You can also use any of the pre-built link template of your choice.
Then when user clicks on the download button, that will be started downloaded.
