The section “Attach File” is no longer available.
When I try to edit a file, it no longer opens properly.
It opens in the standard WP Editor.
Is anyone else having the same problem?
How can I fix this?

You can use classic editor too from Downloads > Settings > Basic disabling option Enable Gutenberg editor for WordPress Download Manager option. However, glad to hear that you issue has been resolved.

I also seem to be missing the “attach file” section. i am trying to add a file but do not see anywhere to attach a file. i have tried Gutenberg and Classic-there is no meta box for attaching a file. [version 3.3.68]
