I have a page called news. Each week someone uploads a pdf of the latest news to the site. On this page I would like to show a preview of the newest upload in the news category and allow users to download it. This preview should automatically update when a new pdf is uploaded.
I have purchased the PDF Viewer plugin, but I cannot see how to add a category with a preview to an existing page.

In order to show a single pdf preview please use template tag [doc_preview] in your corresponding page template.

I’m currently unable to edit/create templates (it tells me I need Pro to clone a template.)
There is a page template called “Single Column with Doc Preview” but when I am adding a file to a page, I don’t see any page template options, I only see “link templates.”
Do I need Pro for this feature? (I’m hesitant to purchase Pro without knowing it can do what I need it to do.)

You can set page template by editing a package and setting a page template by following this.
You don’t need to purchase the Pro version as you should be able to edit a related page template by following the below instructions.
However, With WPDM Pro you can edit page/link templates easily from the dashboard.

I’m trying really hard to follow these instructions and it seems very complicated… Isn’t there a shortcode I can put on a page (that’s already created) that will display the latest upload in a certain category? (As a preview?)
Something like [wpdm_category id="2021-announcements," cols="1" toolbar=0 item_per_page=1 template="doc_preview"] ?

Don’t worry I will try my best to help you.
[doc_preview] is a template tag that you can’t use directly on a post/page.
