Is there a recommended way to move the documents from one site to another? I have tried doing a standard WordPress Export of Documents and it brings over the documents database but not the physical and actual documents. Now when I click on a Download button, I get file-not-found.txt instead of the actual PDF or doc.
Any suggestions on what I’m missing?

You can use the WPDM Bulk import-export feature. Or by default, you can use the export-import feature as the image attached.
Or One plugin name called https://wordpress.org/plugins/all-in-one-wp-migration/ can help you.
