As the title, how can I export and import to a new website, as we are developing new theme, and changing other contents, but Want to keep all the Post related to the downloadable files as is.
So this there any steps to follow, please provide a specific article supporting this steps.

Do I need to copy the files before the import or after?
Or it doesnt matter.

Yes, you need to copy the files manually, and it’s best to do it before the import. The export/import process usually transfers the post data (titles, descriptions, categories, etc.), but not the actual files unless they are available at the same path on the new server.
