Default order/payment status to "pending"

Hi, i use ‘pay with check’ and ‘pay with cash’ in free premium package. When a buyer click payment button, the order & payment status is completed. Can we change the default of order status / payment status to pending? so the buyer will not download it before we approve the order/payment manually. We need this option, because our buyer will pay via bank transfer / offline payment. thanks.
