Change default access rule for accessing documents

Hi there,

due to security reasons (security by default) it would be good if the default value for the access rights to a new document would be “none”. I think most people who use the downloads manager have in mind to restrict the access to a document.

If now an editor forgets explicitly to restrict the access rights, it may be a security problem if suddenly the documents will appear without any restriction or they may appear in the google index.
