I noticed the update 3.2.53 – 2022.08.03 with the comment

“Fixed an issue with the REQUEST_URI sanitization in modal login form”

I am not sure if this was intended to fix our issue, but we went ahead and tried it in our production enviornment and it appears to have made no change. I saved a blob URL with % in the URL to a download, and it still converts it to %25
