I have the same problem after installing the upgrade to Download Manager Version: 5.1.20.
Yesterday it worked fine in version 5.1.18
WPDM-PDF viewer 1.3.0 still not working after I have disabled all plugins. I even switched the WordPress theme.
In the meantime I have also installed Download Manager Version: 5.1.20. This has not helped either. The WPDM-PDF viewer still does not work.
My conclusion is that the plugin WPDM-PDF viewer 1.3.0 conflicts with Download Manager Version: 5.1.20.
Can that be fixed?
