When I try to update the application from WordPress, it presents with this error.

Only your test file seems to work. Do I need to delete all of my previously uploaded files and re-upload?
All of the current files still show just a download (empty file).

Could it have something to do with the import process?

I have deleted all of the downloads and re-uploaded them and they seem to be functional at this point.

It is a Lets Encrypt certificate.
https://letsencrypt.org/

Odd that it would not be in your chain of authorities.

You can continue on past it then.
