After digging into this for several hours with a knowledgeable friend, we believe there are inheritance issues, possibly CSS conflicts.
Since the UI is now as near default settings as possible (no third-party theme applied) while we establish basic functionality, we anticipate similar problems cropping up when a theme is applied. And we will need a theme for “look and feel.”
Also, we will be implementing something in the moderator area, registering users, assigning privileges, capturing email information, etc., automated to the greatest extent possible.
In light of all this, can you advise on the best strategy to maintain functionality of such things as download controls? Just now, some download as expected, and others open in the browser window, without regard for the settings discussed.
All are selected from the media library (wp_content in the dir tree?); we had not expected to use any other storage location for the files.

Yes, it is not checked to open in browser, but most do, some download without further dialogs (we have not set up a moderator yet). All files were uploaded from the media library.

Given the time, perhaps you can point me at the problem, and I can bang on it until monday? But please continue if that’s the plan…
The default didn’t do anything, so I tried others, ending with this one:

Clearly something else is going on. The page remains the same, not a table, no download buttons, and detail pages also have no download button.
